For cities
without violence

Our mission

Our organization works to prevent violence by fostering harmonious and inclusive coexistence within society.

Our history

How the organization began

Founded in March 2015 with financial support from the City of Montréal and the Government of Québec, and with the mobilization of its community and institutional partners, Cities Without Violence, known until 2026 as the Centre for the Prevention of Radicalization Leading to Violence (CPRLV), is an independent and autonomous non-profit organization.

With the goal of preventing radicalization leading to violence, it is a pioneer in the field in Canada and North America. With a province-wide mandate, Cities Without Violence also works to prevent hate crimes and hate incidents, supports the victims of such acts, and assists people affected by this reality: individuals who are radicalized or at risk of becoming so, their loved ones, teachers, professionals, and frontline workers.

Our approach

Prevention without stigmatization

Cities Without Violence favours prevention and community-based support over repression, judicialization or social exclusion. This approach, both mobilizing and multisectoral, reflects a commitment to offering an alternative to police or judicial responses to violent radicalization, hateful behaviour and gun violence.

Built around a multidisciplinary team, our organization addresses radicalization leading to violence, hate-motivated acts and gun violence as a whole and in all their ideological forms. Rejecting all stigmatization, we seek to prevent every form of radicalization leading to violence, including hateful speech and acts, and gun violence.

By making education, awareness and prevention the very driving force of our work, we aim to strengthen the resilience of the most vulnerable individuals and foster a vibrant, harmonious community life. To do so, we rely on our partners in the community, institutional, social and health sectors, whose support and collaboration give us a remarkable capacity to intervene on the ground. This essential cooperation is defined by official protocols that make it possible to strike, with full transparency, a balance between prevention and safety.

Cities Without Violence is strategically and operationally autonomous, which ensures the confidentiality and anonymity of its listening and support platform, open to everyone: anyone directly affected by radicalization, hateful behaviour or gun violence, as well as loved ones, witnesses or any other person concerned by these issues.

Our expertise

Resources and research

To ground its work in sound empirical evidence and recognized scientific expertise, Cities Without Violence is also committed to developing research activities and sharing knowledge, focusing in particular on creating a variety of resources, including training sessions, workshops and tools, as well as on planning research activities.
